potential predictability

A hypothetical level of predictability that would be obtained under certain assumptions regarding errors in the knowledge of current and past states of the system, and the model used to predict the future states of the system.

For instance, one common usage defines the potential predictability as the predictability assuming that the forecast model being used is perfect and that the only source of error arises from uncertainties in the initial conditions.
