Spinup time

From Glossary of Meteorology

spinup time

The length of time required for forcing effects such as wind to induce velocities and/ or vorticities of (e - 1)/e = 63.2% of the value obtained at long times.

This characterizes the time required for forcing to be felt and is usually the
same as the spindown time.
