absolute coordinate system

From Glossary of Meteorology
(Or absolute reference frame.) The inertial coordinate system that has its origin on the axis of the earth and is fixed with respect to the stars.

Thus, any mechanical quantities in meteorology defined with respect to this frame take into account the rotation of the earth.
